Malagarasi Hydropower Project49.5 MW · Kigoma Region · Tanzania

The Environmental and Social Management Plan (ESMP) is a contract document. This page records how its mitigation measures are applied on site: effluent management at the aggregate plant, sanitation and welfare facilities for the workforce, and occupational health and safety at the work fronts. The measures respond to the African Development Bank’s Operational Safeguards, in particular OS4 (pollution prevention and control, hazardous materials and resource efficiency) and OS5 (labour conditions, health and safety).

Effluent recirculated, not discharged

Wash water from the aggregate plant passes five settling stages to a storage pond and is returned to production.

Sanitation at the work fronts

Two temporary and three permanent toilet facilities are in service, to be increased with the workforce.

A safety officer in each work area

Each construction area has a certified safety officer on site; edge protection is installed along the high rock slopes.

Welfare facilities at the work face

Rest shelters at the dam, the headrace culvert and the powerhouse, each with potable water, seating and first-aid provision.

Water

Process water: five settling stages and reuse

Wash water from the aggregate crushing and screening plant previously passed three settling stages before discharge to the river. The arrangement has been upgraded to five settling stages discharging to a storage pond, from which the water is recirculated to the plant for dust suppression and aggregate washing.

Process water from the plant is no longer discharged to the Malagarasi River.

Relevant safeguard: AfDB Operational Safeguard 4 — pollution prevention and control, hazardous materials and resource efficiency.

Sanitation

Sanitation facilities at the work fronts

Sanitation is provided at the work fronts rather than at the camp alone: two temporary units, which relocate as the work face advances, and three permanent blocks. Provision will be increased in step with the size of the workforce.

Relevant safeguard: AfDB Operational Safeguard 5 — labour conditions, health and safety.

Safety

Occupational health and safety at the work fronts

Each construction area has a certified safety officer assigned to it and based on site. Edge protection to standard detail has been installed along the crest of the high rock slopes, where excavation has created open faces of significant height.

Relevant safeguard: AfDB Operational Safeguard 5 — labour conditions, health and safety.

Welfare

Welfare facilities and worker health

Rest shelters are provided at each of the three main work areas — the dam, the headrace culvert and the powerhouse tailrace. Each is fitted with seating, potable water and a first-aid box, and is sited within the work area so that it is usable during short breaks.

Drinking water is treated and tested before supply, with test certificates displayed at the storage tank. Workers undergo periodic medical examination in line with Occupational Safety and Health Authority (OSHA) requirements, and the records are posted on the site noticeboard.

Relevant safeguard: AfDB Operational Safeguard 5 — labour conditions, health and safety.

Amenities

Market facility adjacent to the labour camp

A small market is under construction beside the local labour camp, providing fresh produce and prepared food for the workforce and trading space for nearby residents.
